The Compassionate Care Act: 2016-Present
While recreational marijuana remained off-limits, a silver lining emerged for those in need of medical cannabis. In September 2016, Governor John Kasich signed the Ohio Medical Marijuana Control Program into law. Known as House Bill 523, this legislation established a system for the cultivation, processing, and dispensing of medical marijuana.
The Compassionate Care Act took effect in January 2017, but it wasn’t until September 8, 2018, that Ohio began accepting applications for medical cannabis licenses. By December 2019, the first licensed medical marijuana dispensaries opened their doors to patients with qualifying conditions such as cancer, epilepsy, and chronic pain.
The Next Step: Recreational Legalization
So when can we expect recreational marijuana to become legal in Ohio? The journey has been long, but the end is finally in sight! In late 2019, a bipartisan group of Ohio lawmakers introduced House Bill 324, proposing the legalization of adult-use cannabis.
The bill would allow adults aged 21 and older to possess up to 2.5 ounces of marijuana, cultivate up to six plants at home (with a maximum yield of 12 plants per household), and purchase cannabis from licensed dispensaries. Unfortunately, the bill has yet to make it out of committee, but its introduction is an encouraging sign for those advocating for recreational marijuana in Ohio.
